Article I

Right to Equal and Non-Discriminatory Access

Every public user has the Right to Equal Access to all information, disclosures, eligibility tools, and application pathways provided through the Public Credit Engine. No individual may be denied access based on income, credit history, demographic characteristics, or membership status. The Engine must present all public offerings uniformly, without preferential treatment or hidden pathways. All public accounts must begin with the standardized prefix 894501, ensuring consistent routing and equal treatment across all applicants. Users have the right to receive complete, accurate, and timely disclosures before submitting any application. They also have the right to understand eligibility criteria without coercion, misrepresentation, or omission. The Engine must ensure that all public users receive the same information in the same format, regardless of device, location, or prior interactions. No user may be required to join a membership program to access public-level information or disclosures. The right to equal access is fundamental to the Engine's mission and cannot be waived, restricted, or altered. This right ensures that the Public Credit Engine remains a transparent, fair, and federally compliant public service.

Article II

Right to Transparency, Disclosure, and Procedural Clarity

Every public user has the Right to Full Disclosure before taking any action within the Public Credit Engine. Users must receive clear, complete, and accurate information regarding public credit offerings, eligibility requirements, and application procedures. The Engine must present disclosures in a standardized, non-technical format that is accessible to all users. No financial obligation, credit event, or account activity may be created without the user first receiving and acknowledging all required disclosures. Users have the right to understand that the Public Credit Engine does not provide lending, interest-bearing accounts, compounding, or financial decisioning. They have the right to know that the Engine does not maintain balances, track usage, or create financial obligations. All workflows must be transparent, auditable, and free from hidden steps or undisclosed conditions. Users must be informed of the distinction between public services and member-only services, including the upgrade pathway to the Membership Module. The Engine must ensure that all disclosures remain consistent across updates, revisions, and policy changes. This right guarantees that every public user can make informed decisions based on complete and accurate information.

Article III

Right to Security, Privacy, and Protection from Unauthorized Obligations

Every public user has the Right to Secure Interaction within the Public Credit Engine. All user data must be handled in accordance with federal privacy standards and internal CRS-aligned protocols. Users have the right to interact with the Engine without risk of unauthorized financial obligations, credit events, or account creation. The Engine must ensure that no backend ledger entries, compounding logic, or interest calculations occur within the public module. Users have the right to a system that cannot create debt, liability, or financial exposure without explicit authorization and proper routing to the appropriate internal systems. All public interactions must be logged for auditability, but no financial records may be generated. Users have the right to protection from unauthorized access, data misuse, or procedural manipulation. They also have the right to a secure upgrade pathway to the Membership Module when additional services are required. The Engine must maintain strict separation between public-facing functions and internal financial systems to prevent cross-contamination of data or obligations. This right ensures that every public user is protected from unauthorized financial impact and maintains full control over their interactions with the system.
